Finally, Illinois has passed the required legislation for EMS – Emergency Medical Services license plates.  Public Act 096-0591 passed in August 2009.   A synopsis of this Act follows:

“Amends the Illinois Vehicle Code and State Finance Act. Creates the Illinois EMS Memorial Scholarship and Training Fund as a special fund in the State treasury. Provides for the issuance of Illinois EMS Memorial Scholarship and Training license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $27 at original issuance and $17 at renewal. Provides that $12 of the additional original issuance fee and $15 the renewal fee shall be deposited into the Illinois EMS Memorial Scholarship and Training Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, all money in the Illinois EMS Memorial Scholarship and Training Fund will be paid as grants to the EMS Memorial Scholarship and Training Council, a not-for profit corporation, for the purposes of providing scholarships for graduate study, undergraduate study, or both, to children and spouses of emergency medical services personnel killed in the course of their employment, and for grants for the training of EMS personnel. Effective immediately.”

The entire Public Act 096-0591 can be viewed at:

http://www.ilga.gov/legislation/publicacts/fulltext.asp?Name=096-0591.

In order for these plates to be produced, there must be 1,500 individuals willing to order the new EMS plates.  To order the plates, you must complete the attached Specialty License Plate Form (
http://www.cyberdriveillinois.com/publications/pdf_publications/vsd702.pdf) and mail the signed form, along with a $12.00 check to:

Secretary of State
Vehicle Services Department
Special Plates Division
501 S. Second Street, Rm. 312
Springfield, IL  62756

The $12.00 will be deposited into the Illinois EMS Memorial Scholarship and Training Fund whether the license plates are produced or not.  Only after receiving the 1,500 requests, will the plates be produced.  Currently they have 92 requests for EMS license plates, so only 1,408 left to go!  Many people worked long and hard to get an EMS specialty plate produced in Illinois, now we have to step up and demonstrate a sufficient commitment to get them produced.  Please join me in submitting your request as soon as possible.

If you have any questions, you may call Carla at the Secretary of State’s office at 1-217-558-6148 for more information.
